Okemos trustees hear Cornell Elementary design update; district to fund energy upgrades from 2022 bond rather than a new guaranteed-savings bond

District staff presented schematic designs and site plans for the new Cornell Elementary project and an update on energy-savings work the district plans to integrate with existing 2022 bond projects. The presentation covered building massing, circulation, playground locations, wetlands and stormwater detention, a multi-lane car drop-off configuration, two-story classroom wings, learning commons on both floors and plans for two playgrounds and a field with a walking loop.
The Cornell design effort is in schematic design with staff expecting to return to the board with more developed plans in August and with bids during the winter-bid season next year. Staff said the project is being planned within a target neighborhood budget (discussed at roughly a $40 million level in bond planning) and is being designed with district standards for hardware and equipment to aid future maintenance. The new school would be configured for kindergarten through fourth grade with a minimum four-section classroom plan and an estimated capacity of about 550 students. Trustees asked about field counts and community recreation impacts: staff noted construction and site constraints, wetlands to be preserved and that the current plan reduces the number of contiguous fields at the Cornell site compared with the existing layout; operations staff said the district will present a field-plan update to trustees.
Board members also asked about traffic circulation. Designers said a multi-lane drop-off loop routed on site would increase on-site stacking and reduce Cornell Road congestion. Trustees asked about operations during the learning curve for such car-line systems; designers said it could be managed with staff direction and training and noted similar approaches are used in other districts.
Energy savings and mechanical projects: separate staff presented the results of an energy-conservation request for proposals (RFP) and a recommended path forward. The district issued an RFP for energy-conservation improvements; one respondent, Trane, submitted a proposal at approximately $3.3 million. Staff said the proposed scope focuses on HVAC controls and end-of‑life equipment at several schools (including Okemos High School, Bennett Woods and others), rooftop replacements, and controls upgrades to give district operations better diagnostic ability and energy efficiency. Facilities staff described aging control systems and rooftop units, where work would replace or modernize equipment and retrain building maintenance staff to use modern controls and software.
After reviewing projected energy savings and the RFP response, staff recommended not pursuing a separate nonvoted guaranteed-energy-savings bond and instead funding the projects from remaining 2022 bond authority. Staff cited limited guaranteed savings across the candidate projects and the administrative complexity of an additional long-term financing agreement. If approved, staff said the Trane contract could be signed within months and the work would take about 15 months, with contractors focusing on summer windows where possible. Trustees asked about asbestos abatement; staff said abatement is included in the bond budget for older buildings and is a normal line-item treated under environmental consulting and abatement contracts.
Why it matters: The Cornell design decisions will affect neighborhood green space, pedestrian access and the district’s facilities footprint; the energy‑savings decision determines near-term capital spending and how the district captures operational efficiencies. Staff emphasized the financial stewardship of bond proceeds and the desire to keep major “big‑rock” bond items on schedule while capturing available energy improvements.
Ending: Staff will return with updated schematic documents in August, a bid package for construction in the winter-bid season next year and a contract for the energy projects in the next board meeting if trustees agree with the financing recommendation.
