County administration reports budget posture, capital projects and legislative priorities; board approves minutes by voice vote

Darren Gage, Linn County’s director of policy and administration, told the Board of Supervisors on Jan. 14 that the general‑county management budget is on track at mid‑year and outlined completed policy work, capital projects underway, and legislative priorities for the upcoming session.

Budget and operations: Gage said the county is about 50% through the fiscal year, with salaries and benefits tracking at roughly 49% and operations appearing underspent (about 16.35%), largely because some payments, such as software fees, are lump sums later in the year. He said the communications and training budgets will be used in part to bring in a consultant for crisis-communications training rather than sending staff to a national conference.

Policy and procurement: Gage said the county has completed six policy items year to date, including a cell‑phone authorization and video‑surveillance items, a hazardous‑liquid pipelines ordinance, and a right‑of‑way dedication policy tied to residential parcel splits. He noted that the competitive‑quotations threshold for public‑improvement projects will increase to about $190,000 in January under state guidance; projects below that threshold can proceed under the competitive‑quotations process without full architect‑led public‑bidding procedures, which Gage said should accelerate delivery on more smaller capital projects.

Capital projects: Gage gave status updates on several capital efforts: - Harris Building/Public Service Center audiovisual project: consultant Lifeline Video and contractor CEC are working through a punch list; the county is withholding retainage until work is finished. - Overflow shelter: King Construction is the contractor for an ARPA‑funded shelter project with a contract slightly over $1 million; submittals are under review and construction will begin after the shelter season. - Jail isolation cells: Nearly complete; general contractor Garling is finishing punch‑list items on an approximately $1.8 million project. - Secondary Roads headquarters: Larson Construction has started site work and the project includes connecting the campus to city water through an upcoming water main installation.

Grants, contracts and other items: Gage said the Whitworth grant review received 59 applications and that library allocation contracts (currently about $485,000) will be on the agenda; staff have requested an increase to $500,000 to maintain the program that pays partner libraries to serve rural county residents.

Legislative priorities: The administration will present draft legislative priorities for board adoption. Gage said submissions include assessor concerns about value‑limitation bills, a board priority to enable EMS to be designated and funded as an essential county service by referendum (he said current law requires such referendums to be countywide and staff are proposing the ability to hold district referendums), requests from conservation for the Natural Resource and Outdoor Recreation Trust Fund, and items from public health, recorder and treasurer offices.
