Linn County Treasurer Bridal Olson described a proposed agreement to accept an arm's-length offer on a county-administered property and to waive accrued interest and penalties to facilitate a sale and return the parcel to the tax rolls.
Olson told supervisors that waiving interest and penalties โ she identified the interest being waived as $22,093 โ would allow a buyer to pay a total of $25,787 to clear liens and transfer clear title. Olson said the property is bare land with no structure, having been bulldozed previously, and that the purchaser plans to build a home or other taxable structure. "To facilitate a sale or to find a buyer...it was very difficult with all the interest and penalties that had accrued," Olson said.
Deputy Nikki Finger and the treasurer's office had worked with the prospective buyer and an attorney; Olson described the offer as an arm's-length transaction rather than a related-party transfer. Supervisors indicated support and asked that the item be moved to the consent agenda for the Wednesday meeting so the sale can proceed if the board approves the abatement.
