County updates on capital projects, contracts inventory and courthouse HVAC plan

County operations and facilities staff updated the Linn County Board of Supervisors on Feb. 11 about ongoing capital projects, contract-record improvements and an emerging courthouse renovation schedule.
Facilities and capital projects staff said the Harris Building / Public Service Center audiovisual project is complete and the final payment to the contractor was approved for release pending minor additions. An ARPA-funded overflow shelter contract to King Construction will begin in May; facilities has performed preparatory work in-house to reduce overall contract costs. The Garland contractor’s ARPA-funded project (isolation sale project referenced) is substantially complete and working through minor punch-list items.
Construction of the secondary-roads headquarters is underway; crews have completed roughly half the earthwork to prepare the building pad and have removed some unsuitable soils. Staff said the bidding package included unit costs for unsuitable soils and that a forthcoming change order will reflect necessary soil removal; engineering is monitoring quantities to limit scope creep.
Staff outlined plans for a multi-phase courthouse renovation to create a new First Floor courtroom, improve First Floor HVAC and ultimately reconfigure an existing Third Floor courtroom so the county attorney’s office can expand into that space. The first design phase will focus on HVAC upgrades and associated ceiling/wall work; staff said these energy-efficiency upgrades may qualify for partial reimbursement under state/federal incentive programs and will invite design proposals this spring.
During the meeting county administration said it is pursuing a centralized digital repository for executed contracts after a ‘‘near miss’’ identified during the single-audit process: a contract of significant size had not been catalogued and could have affected financial statements if contract terms had required a different accounting treatment. Staff said they plan a cover-sheet, automated scanning and a searchable H-drive folder and aim to complete the system by June 30.
No board action was taken during the briefing; staff anticipate bringing change orders and design agreements forward for board approval as required.
