The House voted to refuse concurrence with a set of Senate amendments to the Taxation and Revenue Committee substitute for House Bill 14, rejecting the Senate’s additions and changes.
Representative of Lente (Sandoval/San Juan/Rio Arriba) explained the decision, saying the Senate added a range of new credits and changes including an EMT/firefighter income tax credit, a local journalist employment credit, and other provisions. “For those reasons I again ask that the House not concur with the Senate amendments to the committee substitute on House Bill 14,” he said on the floor.
The motion was approved by voice vote; the House did not concur. Members of both chambers now have the option of sending matters to a conference committee. Later the House speaker appointed a three-member conference committee to address the differences (members named on the floor). The appointment came after floor action indicating the House had not conceded the Senate changes.
Ending: The House’s refusal to concur means the two chambers must either agree to a conference committee or one chamber must recede; speakers signaled appointment of conferees if the Senate does not recede.
