The Peachtree City Planning Commission on Jan. 27 approved proposed building elevations and exterior renovations for the Blue Roof Center at 300 Willow Bend Road, accepting fiber‑cement (Hardie) lap siding as the primary material and a color palette led by a warm white (Sherwin‑Williams "Frostbite") with dark‑blue accents and black roofs.
Staff presented renderings and materials, telling commissioners the existing center uses faded vinyl siding and blue metal roofs; the applicant seeks a full reface to replace vinyl with a long‑lasting fiber‑cement product and to add parapets, darker storefront frames and striped awnings. Staff recommended approval of the proposed materials and colors and clarified that lighting and signage shown in the renderings would need separate permits and reviews.
Hartwell Spencer, representing the applicant (H. Bilwell), said the renovation began as maintenance work to stop leaking roofs and progressed into a full aesthetic update intended to refresh a long‑occupied shopping center and attract local tenants. Spencer described the work as a reface and said the project team is discussing a possible second phase that could include horizontal site work such as additional drives, islands or pavement repairs; any work adding more than 5,000 square feet of impervious surface would return to the commission as a site/landscape plan.
Commissioners praised the design and asked about details such as parking‑lot islands, potential outdoor seating, mural placement and how the mural surface would be handled. Staff and the applicant confirmed the mural would be painted on the same fiber‑cement siding proposed for the rest of the building and that signage and any site repaving would be separate approvals. Commissioner Liotta specifically requested that future repaving include interior parking islands and additional trees for shade; staff noted that adding impervious area over 5,000 square feet would trigger additional landscape and site review.
A commissioner moved to approve the elevations as presented; a second was called and the motion carried on a voice vote. The approval covers the building facades and materials as shown; future civil work, lighting, or signage shown in the renderings will require separate permits and are not approved by this action.
Staff will issue building elevation approval documentation and will review any subsequent signage or site improvement permit applications under standard procedures.
