Staff told commissioners the tree‑save credit would reduce the required planting from 537 inches of canopy trees and 358 inches of understory to roughly 526 inches and 350 inches respectively, and recommended approval using the tree‑fund alternative compliance method.
Project manager Matt Dawber, representing Forza Group, answered commissioners' questions at the podium and described planned plantings and the existing vegetation wrapping the site. Commissioner Leota said, “I think it's a good landscape plan,” while urging that some trees along the golf course be upsized in caliper to provide a more robust screen. Commissioner Hamner raised concerns about three species listed in the plan, identifying the Chinese pistache and two large evergreen cultivars as introduced or hybrid types and asking that native replacements be considered.
After discussion about slope and planting feasibility, a commissioner moved to approve the landscape plan with two conditions: (1) increase caliper of trees abutting the golf course from 3 inches to 4 inches where practicable, working with staff; and (2) work with staff to replace the Green Giant arborvitae, Chinese pistache, and Emerald Green arborvitae with native alternatives where acceptable. The motion was seconded, carried on a voice vote, and the plan was approved with the stated conditions.
The commission's action permits the applicant to proceed with the approved planting plan after complying with the two conditions; staff will review final species selections and sizes to confirm they meet the motion's requirements. The approval does not change the underlying zoning or other site approvals.
