Staff recommends Accessibility Consulting Partners for ADA facilities assessment; contract to return to council

City staff on Feb. 25 recommended hiring Accessibility Consulting Partners (ACP) to perform the city’s ADA facilities assessment and to build a GIS-based ADA transition plan covering city buildings and recreation facilities.
Public works staff said the RFP solicited firms to inventory building entries, accessible routes, parking, bleachers and other facility features and to produce a prioritized list of deficiencies with cost estimates. Four firms submitted proposals; staff shortlisted two vendors and interviewed them. Staff said ACP distinguished itself with a detailed data-capture approach and GIS workflows to deliver point-and-line features and a comprehensive database.
ACP’s proposal price is $69,759, which staff said is lower than the alternate shortlisted firm. Deliverables would include a GIS database, PDF report with prioritized items and a spreadsheet for budget/implementation planning. Staff said other ADA-related inventories (curb ramps, path laser surveys) will be incorporated into the final transition plan.
Councilors asked about the timeline and whether the study covers city properties only; staff said the contract would cover city-owned buildings and recreation facilities and that separate inventories for streets/curb ramps are being compiled and will be integrated. Staff intends to return to council at the next meeting to request authorization to award the contract.
