The Colchester School District board voted to allow the board chair to sign bond documentation that will enable a closing and the district’s first draw of bond proceeds, and administrators described teacher-led classroom design work and early plans for new playgrounds at Porters Point and Union Memorial School.
George, a member of the district finance team, told the board the application and pricing were complete and that five documents must be signed to close the transaction. He said the closing would take place the following day and that the district should receive the first draw of $30,000,000 shortly after the attorneys process the paperwork.
A board member moved to approve the bond documentation “by having our board chair sign the documentation for the bond.” The motion passed on a voice vote.
Administrators said classroom design teams, led by staff at Porters Point and Union Memorial, are meeting to make decisions about classroom layouts, IT drops, cabinetry and storage; elementary teams are planning where reading materials and cubbies will be located. The district showed teacher renderings prepared by Black River Design and said classroom selections will be standardized by developmental band rather than permitting a separate design in every room.
The district also discussed playground planning. The existing Porters Point playground is over 20 years old and sits where an addition will be built, so administrators said a new playground will be designed. District staff have begun gathering student input — kindergarten through second grade students produced short letters and drawings proposing seesaws, tire swings, slides, zip lines and accessible equipment — and administrators said they will solicit multiple bids for playground work. The district told the board it expects playground procurement to exceed $40,000 for a typical installation and that multiple vendor proposals will be sought.
Board materials described subsequent bond documentation steps; district finance staff said no further bond documentation is expected until the next scheduled draw, likely in August of the following year, unless the district requires funds earlier.
