Senate passes bill moving oversight of substance use and mental‑health residential programs to behavioral health agency

House Bill 584 passed the Senate on March 20 after committee substitution. The bill transfers licensing and oversight responsibilities for several program types—drug abuse treatment and education programs, narcotic treatment programs, community living arrangements, and adult residential mental health programs—from the Department of Community Health (DCH) to the Department of Behavioral Health and Developmental Disabilities (DBHDD).
Proponents said the move streamlines oversight by placing behavioral health programs under DBHDD, eliminating an extra administrative referral step and improving regulatory alignment. The committee substitute was adopted and the measure passed by recorded vote (52–0).
Implementation will require administrative steps to transfer licensing, records, and regulatory responsibilities between agencies and update provider guidance.
