Berkeley County commissioners on March 20 approved awarding a grant-funded contract for security reflective window film on first-floor windows of the Judicial Center.
County staff said the annual grant process requires a needs assessment, which this year recommended reflective window film on the building’s east side to improve privacy and to provide a security layer that would delay forced entry if glass were broken. Staff said the film could provide an additional 90 to 120 seconds of delay compared with standard glass break scenarios.
Four bids were received; county staff determined the lowest bidder did not meet the security-product specifications because it provided only reflective film without the security component. Of the three qualifying bidders, the commission approved a recommendation to contract with Jack of All Tents (JOT) for the full grant amount of $16,875, which staff said will allow the county to add additional windows under the same scope.
A motion to accept the bid recommendation carried at the meeting.
