Newton County commissioners unanimously approved a resolution March 18 authorizing the director of human resources to report directly to the Board of Commissioners on matters related to the employment, performance and discipline of the county manager.
County Attorney explained the measure does not alter the county manager’s supervisory line in the organization chart; the human resources director will still report to the county manager for normal operations but will have an additional reporting channel to the board for matters concerning the county manager’s employment. The resolution was framed as a response to a perceived reporting gap and to ensure the board receives timely information about potential disciplinary or contractual compliance issues.
Commissioners who spoke in favor said the change provides needed transparency and a clearer channel for HR to deliver information without conflicts of interest. Commissioner Mason said the resolution “provides a solution” to historical gaps and allows the board to receive necessary information going forward. Commissioner Henderson said the change should ensure the board is promptly notified if issues such as a missed drug test arise, adding the board must be accountable to constituents.
The board approved resolution R031825G without amendment. The HR director will report to the board on county-manager-related employment matters as described in the resolution.
