Council discussed context: local brokers said a national hotel developer had requested a copy of a demand study as part of their due diligence; the Sites Reservoir project and other local developments were cited in public comments as potential sources of prolonged construction workforce demand that could support short‑term lodging. RevPAR’s scope includes pro formas and occupancy/room‑mix recommendations for up to three candidate parcels and a 4–5 week delivery window once engaged.
A council motion to award the contract to RevPAR passed by voice vote. Staff said the study will be paid from the general fund and that RevPAR’s deliverable will be a public document the city can use for marketing or to share with multiple prospective developers.
