The Angels Camp City Council approved a request to reallocate $906,000 in Congestion Mitigation and Air Quality (CMAQ) program funds that had been earmarked for the Angels Creek Trail, allowing the Stanislaus Council of Governments (StanCOG) to allocate the dollars to other immediate projects and return them to Angels Camp when the trail is ready to proceed.
Amy, city staff, explained the request and told the council the reallocation functions as a loan: the money would be used for other regionally prioritized projects now and returned to Angels Camp when the city is prepared to construct the trail. The council voted to approve the reallocation request.
Council members asked for clarification of the trail’s status. Amy reported the project has a new scope of work from the consultant Dewberry, completion of the NEPA/CEQA work is complete, and only a hydraulic study and additional design remain before right‑of‑way acquisition would be needed. Right‑of‑way acquisition funding has not yet been identified.
The action preserves Angels Camp’s claim on the CMAQ funds while allowing StanCOG to apply them to near-term projects. Amy said the reallocation is a common regional practice when an identified local project is not yet ready for construction.
