Carrie Angie Brown applied for a special use permit at the March 25 Planning Commission workshop to operate an antique, craft and gift shop (per Madison County zoning ordinance 3‑2‑5) and an auction establishment (Madison County zoning ordinance 4‑2‑23) on a 36.7‑acre parcel (Madison County tax map 45‑21) zoned A‑1 agricultural.
Planning staff said parking for the building is regulated at one space per 150 square feet of retail floor area (Article 14911 in the county ordinance language referenced at the meeting). For the building in question staff calculated a requirement of 15 spaces after rounding; the existing site has 22 spaces. Staff said the site also had room to satisfy a loading area requirement and did not see parking as an impediment to approval.
Commissioners asked whether the special use permit would be temporary or indefinite. The applicant submitted an owner letter included in the packet and updated the application to request an indefinite permit “run with the land.” Staff reminded the commission that Article 14 of the county ordinance states special use permits run with the land unless stated otherwise.
No formal action was taken at the second workshop; staff and commissioners indicated outstanding items would be reviewed and the case will proceed to the public hearing phase.
