Board grants CHI Saint Joseph variance for larger wall sign on South Danville Bypass elevation

Planning staff explained the sign standard — a 96-square-foot maximum or 10% of the facade — and told the board the proposed wall sign on the bypass-facing elevation would be about 6.87% of that facade but would exceed the 96-square-foot cap. Staff presented sight-distance and visibility estimates and said the bypass speed (55 mph) reduced the time drivers would have to read a smaller sign.
Elizabeth Pitchford of Ruggles Sign, the sign manufacturer, said the building is approximately 100 feet from the South Danville Bypass and that at 55 mph "you have approximately 6.9 [seconds] to be able to view and read and recognize the sign." She said reducing the sign to 96 square feet would drop visibility to about 3.7 seconds.
Board member Jim moved to approve the variance with an explanation that the building's setback from the bypass and travel speed created a unique circumstance; Lonnie McGuire seconded. The motion passed unanimously. A board member (Mr. Renna) suggested adding a finding that the reduced viewing time and setback are the unique circumstances that justify the variance; the board adopted that framing during deliberations.
The staff report and discussion noted the existing building elevation is roughly 2,016 square feet and that the proposed lettering and sign placement were modeled for driver recognition on the bypass. The board's action allows CHI Saint Joseph to install the larger bypass-facing sign subject to the conditions discussed at the hearing.
