Parks and recreation staff presented proposed edits to the 2020 joint participation agreement with Boyle County during the Jan. 27 meeting, asking the City Commission to approve changing the county’s fixed annual payment to a true 50/50 split of the net cost of the jointly funded parks operations.
The presenter explained the 2020 agreement currently lists a fixed annual county payment (created at the time of the original agreement) adjusted only by a cost-of-living clause. Staff said that approach no longer reflects rising costs for goods, services and staffing and proposed that the court "shall pay for the services" equal to "half the net cost of the annual itemized budget developed by the city specifically for the operations of Millennium Park, the Bunny Davis Center, and the pool."

Using the draft itemized budget shared with the commission, staff calculated an annual operating budget of $1,104,350 for the jointly funded facilities, producing a county share of $552,175 under the proposed formula. Staff said they would present the proposed revision to the fiscal court the next morning and requested the commission’s assent to the approach before finalizing the city budget.
Outgoing parks committee chair Mark Morgan reviewed committee accomplishments and introduced Sarah Berry as the committee’s chosen successor. Staff also described site visits to pools and other recreation facilities and said they will provide a fuller report after additional visits in North and South Carolina.
Ending: Staff said they would return with updates and asked the commission to accept the proposed wording change to the joint agreement so the county could review it during its budget process. No formal amendment to the city budget or a final agreement signature occurred at the Jan. 27 meeting; staff will report back after county review.
