The Energy Code Board on April 1 made several targeted decisions under R408 (credits and incentives). The board approved clarifying language to credit duct leakage testing, adopted a proposed credit for smart-controlled roof-and-gutter deicing systems (with staff-directed wording to apply to hardwired installations), and discussed broader electrification credit proposals that the proposers withdrew or asked to rework for subsequent drafts.
Elizabeth (Board member) proposed replacing a generic “duct testing” entry in the credit table with the specific term “duct leakage testing.” The board voted unanimously in favor and staff will update the table wording in Draft 2.
Separately, Kim (Board member) proposed a credit for smart-control roof-and-gutter deicing systems. After discussion about enforceability and whether the credit should apply only to hardwired systems installed at time of construction, the board approved the concept in a straw poll: 19 in favor, 0 opposed, 1 abstention. Staff will refine the language to require hardwired systems for the credit and remove a redundant “prohibited” clause that the board found unnecessary.
A separate set of proposals seeking point reductions for all-electric homes (to incentivize electrification in the prescriptive path) were discussed but ultimately withdrawn or deferred so staff can re-run credit math and align the proposals with the board's home-size and appendix RG decisions. Adam (Board member) and others said they supported the concept of rewarding electrification but requested more precise point calculations and harmonization with existing point tables before returning with a refined proposal.
Board members asked staff to (1) publish the duct-leakage wording update in Draft 2, (2) add the hardwired requirement and clear inspection guidance for the deicing credit, and (3) return with a recalibrated electrification-credit proposal based on the agreed home-size definitions and appendix RG credit limits.
