Board backs adding EV charger definitions and agrees to clarify "mixed‑fuel" references offline

The Energy Code Board agreed to add formal definitions for level 1 and level 2 electric vehicle chargers to the code's definitions section, and to clean up text in the EV charging sections so the definitions are the single authoritative reference.

Tim (board member) proposed adding explicit definitions for Level 2 (and, by amendment in the meeting, Level 1) chargers to remove ambiguity. Board members and staff agreed that the charging sections (C410 in commercial and R409 in residential) currently describe the charger requirements; moving that text to a definitions entry and referencing it from the charging sections would reduce duplication and the risk of inconsistency. The board voted in favor of the intent to add level 1 and level 2 definitions and to update the sections; the vote was unanimous among members present.

Separately, the board discussed the label "mixed fuel building" used in commercial tables. Members agreed that the phrase had caused confusion because it could be interpreted broadly (wood, propane, gas ranges, etc.). The board's straw poll favored an editorial approach: rather than inserting a new formal definition, staff should update the table headings and section references to more explicitly describe the condition (for example, "buildings using combustion equipment for space or water heating") and then align the table references. The board voted 18 in favor of that editorial approach (option b), 0 to leave the text unchanged and 1 abstention.

Staff will draft precise definition text for Level 1 and Level 2 chargers and will prepare proposed header replacements or clarifying header text for the "mixed‑fuel" references and circulate both to the board for review.
