The Panama City Planning Board voted to recommend annexation to the city and a commercial zoning designation for three parcels on Airport Drive (3712 Airport Drive, 3716 Airport Drive and an associated parcel), a group totaling just over 2 acres.
Applicant Kaylin Campbell, representing a buyer under contract, said the parcels are already zoned commercial in Bay County and that the purchaser seeks access to Panama City water, sewer and waste services following annexation. The owner was present at the hearing; no members of the public spoke in opposition.
Planning staff presented the annexation and rezoning request (case CPCPLN2025272) and told the board this is the first reading; the matter will proceed to the City Commission for final decision and at least two public hearings. After brief questions from board members about intended future use and confirmation that the parcels are already commercial in Bay County, a motion to approve the recommendation passed on a 4-0 vote: Board member Carroll yes; Board member Barker yes; Board member Rich yes; Chairman Neubauer yes.
The board’s action is a recommendation to the City Commission and does not itself annex the property. The applicant indicated the change would permit eventual connection to Panama City utilities. The case will return to the City Commission for final action with the board's favorable recommendation recorded in the meeting minutes.
