West Chester applies for $830,000 Chester County revitalization grant for Gay Street phase 2

West Chester Borough staff said they will submit an application to the Chester County Community Revitalization Program seeking $830,000 for phase two of Gay Street's open-air marketplace infrastructure.
Staff said the full project is expected to cost about $1.1 million and that the borough previously received CRP funding for phase one. The phase-two grant application was described as due this week; staff said the county typically funds projects in the $600,000'$800,000 range and that the program has about $5 million available to distribute among eligible boroughs.
Council members asked whether previously awarded but unspent funds for phase one could jeopardize a new award; staff said that county reviewers focus on viable infrastructure projects in urban centers and that the borough has a track record of completing CRP-funded work. The borough expects to rebid part of phase one and complete construction toward the end of the year, staff said.
Council moved the grant-resolution item toward the consent agenda so the application could be submitted on schedule. Staff said if only partial funding is awarded the borough would proceed with the available funds and seek additional sources as needed.
