Planning commission approves conditional use for Love and Bright Beginnings daycare at 4328 Northern Pike

The Monroeville Planning Commission voted unanimously Wednesday to approve a conditional-use permit for Love and Bright Beginnings to operate a childcare center at 4328 Northern Pike.

The applicant, Laura Bartwimichi James, owner of Laura Land Company, told the commission she intends to combine three office suites on the building’s right side to create the childcare facility and to operate infant-through-school-age care at the Boulevard Zoning District address. "I've owned [the building] for 11, 12 years now," James said, adding that the building has had substantial vacancy and that the applicant approached her to open the center.

The childcare use is a change of use from office to childcare under the Monroeville Zoning Ordinance No. 2,779 (Article 5, section 504L). James said the operator currently holds a license for 20 children and plans to seek a license for as many as 80 children; she described the 80 number as the upper limit and noted actual daily counts will vary by age group and school schedules. The commission and staff noted that the final permitted occupancy could be adjusted after building, fire and licensing inspections: "Once our fire inspection looks at the building, those numbers might get reduced or they might have to put sprinklers in or additional doors," a planning staff member said.

Commissioners asked about traffic and outdoor play space. A commissioner asked whether a traffic study was required because Northern Pike is a busy street; staff said a traffic study is triggered only if projected trips exceed 100 per day and that the project was not expected to exceed that threshold. James said site plans submitted include a small outdoor portion at the rear of the building for recess.

The approval by the commission is the first step; if approved here, the applicant will appear before the Monroeville Council for a public hearing. Staff said the council hears such matters on the first and second Tuesdays of the month and that the applicant will receive a letter confirming next steps.

Motion and vote: A commissioner moved to approve the conditional use; another commissioner seconded. The commission voted in favor with all present saying "Aye." The vote was recorded as unanimous approval.

Next steps: The decision is conditional and subject to building, fire and licensing reviews and the council public hearing. The applicant was told staff would send the applicant a letter with council hearing dates and further instructions.
