The City of Temple Terrace City Council on March 28 approved a tri‑party state financial assistance agreement with the Florida Department of Transportation and Hillsborough County that will direct roughly $9.49 million to Temple Terrace road paving projects.
City Manager Carlos Beaia told council the funds derive from a regional disbursement of surtax proceeds the legislature ordered returned to local communities; the package covers 10 city paving projects. "In our case, it's 10 projects for paving," Beaia said, explaining the agreement is one method to return surtax dollars to the area. Hillsborough County is scheduled to finalize its portion in April.
FDOT staff said the state must encumber its portion before the fiscal-year rollover. "The fiscal year will change over on July 1. Therefore, we need to encumber the funds before July 1," FDOT representative Billy Schmidt told council; he added the agreement term is presently set to 06/30/2030 and can be extended if necessary. Under the arrangement the city performs projects and submits reimbursement requests to the state once work is complete.
Council approved the resolution by voice vote. The agreement authorizes reimbursement-based disbursements for specified, city-owned road projects; city staff said there is no current time limit for completing the work though the agreement includes an initial 2030 end date that may be extended.
