Temple Terrace approves VHB task order for Brentwood Drive stormwater design

The City of Temple Terrace City Council on March 28 approved a task work order to VHB for design of stormwater improvements on Brentwood Drive between Pinehurst and Riverhills.

"Staff is recommending that city council approve a design task for VHB for the Brentwood Drive stormwater improvement project," City Engineer Brian McCarthy told council, showing contour maps and resident-provided photos indicating stormwater overtopping curbs and flowing around homes at 503 and 505 Brentwood Avenue. McCarthy said the proposed scope includes survey, design, construction plans, bidding assistance and construction administration.

The design work was budgeted in fiscal year 2025 at $75,000; the task work order approved by council is for approximately $76,006, about $1,600 over the estimate. McCarthy said construction was preliminarily estimated at about $750,000 and that design should be completed by the end of calendar year 2025, with construction bidding in early 2026 and completion possibly later in 2026 depending on contractor schedules.

Councilmember questions focused on whether the drainage patterns had changed and whether the design would avoid transferring problems upstream or downstream; McCarthy said the design firm would analyze and avoid causing additional problems and that construction dollars are included in the city’s five-year plan for the next fiscal year. The council approved the task work order by voice vote; the motion carried.

Context and next steps: VHB will proceed with survey and design work; staff said the design will evaluate whether additional inlets or apron redesigns are needed at the 503–505 properties and will coordinate improvements with the city's stormwater plan prior to construction.
