Fall River City won’t change Quicken Shan traffic pattern; adds no-parking zone near County Street

The Fall River City Traffic & Parking board voted to deny a request to make Quicken Shan Street a one-way and approved a no-parking section along County Street near the Quik convenience store.
Board members took up the item after residents raised concerns about “close calls” where vehicles exiting Quicken Shan deposit onto County Street, creating a chokepoint. Stephanie McArthur, director of traffic and parking, summarized residents’ requests and read a note from the fire department cautioning that certain one-way patterns would prevent fire apparatus from making required turns. "I would ask that if a one way is necessary, it should be from Pleasant to County," McArthur said reading the department's concern.
The board discussed alternatives, including making Quicken Shan southbound from County (which would have directed traffic into the County choke point) and northbound (which would not have eased County traffic). The fire department and staff said turning a ladder or engine into Quicken Shan from County would be difficult or impossible if the street were made one-way in the initially proposed direction. Based on that safety concern and staff recommendations, the board declined to change the traffic pattern.
Instead, the board approved a narrower remedy: a no-parking zone on the north side of County Street directly across from Quicken Shan, from the convenience store to the corner of the adjacent property. Board members said the change would remove parked vehicles that currently narrow the turning radius and create a de facto one-lane condition; staff will field-measure and install signage within roughly 12 weeks.
The board recorded no formal roll-call vote counts in the transcript; members voiced “any opposed? Seeing none” during each voice vote.
The item combined resident testimony and a written public-safety recommendation from the fire chief; the board emphasized that the one-way request was denied because of emergency vehicle access concerns and that the no-parking remedy is intended to reduce the immediate hazard while preserving engine access.
