Capital Middle‑High School: district outlines SBA process for cafeteria expansion, STEM lab and foundation repairs

District facilities staff told the board the district is advancing two related projects at Capital Middle‑High School: urgent foundation repairs in an office area and a separate State Building Authority (SBA) project to expand the cafeteria and add a STEM lab.

Operations presenter Mr. Boggs said design documents for the foundation work are expected about April 4, and staff will submit drawings and specifications to the SBA and the West Virginia Department of Education for review and approval. He said the district planned a bidding window around April 21–May 16, contract awards in May and a target construction start of June 1, 2025. For the SBA cafeteria/STEM project Boggs described a tentative schedule with design activity through August, bidding in August–September and construction from September through April of the following year.

Boggs said the foundation area under the office complex had been settling and staff were evaluating estimates; early plans call for possibly removing and rebuilding a small office section rather than attempting underpinning, because that may be more cost‑effective. For the cafeteria expansion, the current concept would add roughly 3,000 square feet to relieve an overcrowded lunchroom and create an adjacent STEM lab; the work requires coordination with food service and technology staff during design and construction.

Boggs emphasized schedules and budgets remain tentative until final estimates and SBA approvals are complete. No formal vote on construction funding was taken during the meeting; the item was presented as an operations update.
