Huntersville staff presents valet-permit approach; board asks about special-event exemptions and grandfathering

Staff member Miss Sleep presented a shorter overview of valet-parking ordinances and how the town could regulate commercial valet services within town limits.
Miss Sleep said ordinances surveyed require a permit application and payment of a permit fee, objective criteria for eligibility, and enforcement via civil penalties in many jurisdictions. She suggested the town develop standardized application forms, an online application system and outreach to businesses that operate valet services. She noted the ordinances she reviewed typically consider whether valet operations would impede vehicular or pedestrian traffic or block the right-of-way.
On special events, Miss Sleep said most sample ordinances regulate ongoing commercial valet services (for example, restaurants) rather than one-off services; the town could include exception language for temporary events such as weddings or family reunions. She also said some ordinances reserve the right to suspend valet operations for specified days such as parades or festivals.
Commissioner Walsh asked whether existing businesses that use valet services would be grandfathered; Miss Sleep replied that, if the town adopts a valet-parking ordinance, it would apply equally within town limits and that all valet services in operation would need to apply for and pay for a permit. Board members also questioned which office would administer permits and enforcement; Miss Sleep suggested HPD would likely handle permitting and enforcement but noted that could be revisited if the town adds both a residential-parking program and a valet-permit requirement.
No motions were made and no votes taken during the pre-meeting overview. Staff offered to provide further cost estimates and draft ordinance language if the board wants to proceed.
