Board accepts multiple low bids for Hattie B. Stokes renovations; two packages to be rebid

At the March 18 meeting Lebanon Community School Corp presented and the board approved a set of accepted bids for the Hattie B. Stokes Elementary renovation work.
District staff said eight bid packages were accepted and that two packages (small HVAC, fire suppression and drywall packages) failed to receive bids and will be released again. Including budgeted placeholders for the two missing packages, the total expected hard construction cost remains below the referendum budget. The district reported an approximate favorable variance of $817,000 versus the original estimate for hard construction once budgeted values for the two missing packages are included.

Staff said the renovation is smaller than other projects because the school is newer, and that remaining funds and returned allowances from completed projects should be available for Stokes work. Two missing packages were described as small but necessary; staff said many mechanical contractors requested liquidated damages be omitted for the HVAC package to encourage bidding.
Why it matters: The board’s acceptance of bids authorizes the project to move forward; staff said the referendum bonds budgeted for the 2022 work will cover the hard construction at Stokes and that the district may be able to support additional items originally planned for other schools depending on final allowances.
