County staff said the purchase responds to a nearly three-year delay on an earlier ambulance order and an immediate opportunity to acquire a ready unit. "Our recommendation is that we do," said Derek (county staff), summarizing staff advice that the board move quickly to secure the vehicle that had been placed on hold for the county.
Staff said the new Red Sky unit was shown to county emergency personnel and fits the county's needs. Donna Lizarraga, identified in the meeting as the head of the ambulance crew at GHR, inspected the demo unit along with county staff and indicated the crew was satisfied with it. Derek told the board the vendor agreed to place the unit aside with the county's name on it while the board met.
On price, county staff contrasted the delayed order placed in fiscal year 2022–23, which they said rose to about $258,000 before taxes, with the Red Sky quote. The Red Sky unit quoted in the meeting was listed to the county at about $243,039 (taxes included) with an additional $3,075 quoted to install a refrigerated medication box; a floor-mounted box was an alternative quoted at $1,550. County staff said the out-the-door price for the Red Sky unit would be roughly $246,468 and recommended an authorization not to exceed $247,000. During discussion supervisors proposed slightly higher caps for cushion; the motion approved capped the purchase at $250,000.
Supervisor Will moved to proceed with the purchase; the motion was seconded and the board approved the purchase by voice vote. County staff said the vendor estimated the unit could be delivered in about a month after the refrigerator box is installed and the vehicle is striped.
The board also decided to keep the previously placed order active so the county could potentially receive a second ambulance when it becomes available. County staff said funding is available in the capital improvement fund and described this as a capital purchase with an expected service life beyond five years.
The action authorizes staff to complete the purchase as presented and to proceed with delivery and acceptance processes; staff noted they may adjust budget coding later to satisfy auditing requirements.
