Planning Board finds Eastview Parkway six‑unit office application complete; schedules April 15 public hearing

The Saco Planning Board on Tuesday voted 5-0 to find complete the site plan application for a proposed 7,880‑square‑foot professional office building on Eastview Parkway and scheduled a public hearing for April 15.
The application, submitted by DM Roma Consulting Engineers on behalf of Bedard Homes, would construct a six‑unit leasable office building with 32 parking spaces, a 1,000‑gallon underground propane tank for heat, and sprinkler fire service. Jason Haskell of DM Roma described the proposal as “a 7,880 square foot professional office building that'll be separated into 6 separate units.” He said the Bedards intend to own the property and lease units rather than sell condominiums.
Board members and staff discussed stormwater, landscaping and equipment placement. Haskell said stormwater treatment would be handled by an existing wet pond built as part of the Park North development and that the site must convey runoff to that pond through a narrow, 20‑foot stormwater easement at the rear of the lot. He told the board that because of the easement and the required drainage swale, several rear trees likely cannot be preserved.
Board member Jeff commended the applicant’s packet and responsiveness to staff comments, and raised technical questions about impervious area, culvert sizing for a 50‑year storm, turning movements for delivery and trash trucks, and sound‑rating information for rear HVAC units. “Your applications, when they come through, are very detailed, but not overwhelming,” Jeff said. Haskell said the team will follow up with the city engineer on remaining items, provide HVAC sound ratings if required and consider screening or a fence if necessary.
The board moved, and by consensus found the application complete (motion by Jeff, second by Joyce; vote 5‑0). The board then voted 5‑0 to schedule a public hearing on April 15 (motion to schedule by Joyce, second by Carrie Lynn).
The board’s completeness determination does not approve design details; staff and the city engineer will continue technical review and the public hearing will allow public comment and additional board deliberation.
The Planning Department also noted peer review comments from a landscape reviewer that will require modifications to meet the 10% landscaped area within the parking lot and suggested saving trees where feasible.
