The Statesboro Mayor and Council on March 18 approved a set of consent and agenda items including a sign variance for a Northside Drive building, an alcohol license for a restaurant, several utility and construction contract amendments, and engineering and pump-project increases.
The council approved a variance request for application B205-01-03 to allow a 316-square-foot building sign at 152 Northside Drive East after the applicant reduced the sign from the originally requested 520 square feet. Justin, a city planning staff member, told the council the amended sign fits within the site’s aggregate signage allowance for Sign District 2; the Planning Commission recommended approval 4–0 with one abstention. Staff recommended approval subject to conditions: a completed signed application before installation and that any additional signage exceeding code allowances would require another variance.
The council approved an alcohol license for Sports Bar and Grill and Lounge at 2390 Northside Drive West. Council member Henley recused from that item. Police and fire staff reported no objections during the public hearing.
The council also approved an amendment to an intergovernmental agreement with the town of Brooklet to increase permitted wastewater inflow to Statesboro’s plant from 300,000 gallons per day to 350,000 gallons per day to accommodate new development, including a planned hospital. City staff said the city will receive the additional flows under the amended agreement and that Brooklet’s interim city manager Carter Crawford and Mayor Lee were present for the item.
A water/sewer agreement with Burkhalter GSL LLC was approved to extend utilities to serve the Adelaide subdivision on Burkhalter Road. Staff said the project will require construction of a lift station; the city’s share of lift-station costs was described as about $500,000 (staff said the developer will pay a portion). The council approved the agreement.
The council approved Amendment No. 1 to Task Order 7 with Goodwin Mills and Caywood LLC (engineering) to increase the contract from $31,250 to $58,750 for a tributary restoration project. Staff said the increase, roughly $27,000, will be covered by savings in the construction phase and that the engineering work will be paid with a Section 319(h) grant and stormwater funds.
Council members also approved Change Order No. 3 to Southern Civil in the amount of $174,338 for lower pump upgrades at the wastewater treatment plant (project WTP-24). Meeting remarks identified operating funds and fee accounts as the payment source.
Most items drew limited council discussion and were approved by voice vote; the meeting transcript records councillors answering “Aye” when the mayor called for the vote.
