Finance staff outlines budget projections amid BS&A conversion issues; board says $3.4M federal funding confirmed for Well 7 project

Finance director Justin told trustees March 18 that the village’s budget process is delayed while staff finish converting financial records from the prior system (MSI) to the new BS&A platform. Justin gave headline figures for the general fund: projected revenues for fiscal year 2025 of roughly $8,100,000 and budgeted general‑fund expenditures coming in at about $7,200,000; he said the board is preliminarily budgeting about $7,600,000 in general‑fund expenditures for fiscal year 2026 but that staff have not finished entering all capital projects into the draft.
Justin and other staff described conversion problems that left some account lines incorrectly converted—often decimal or percent recording issues—requiring line‑by‑line research against MSI records. Staff said BS&A (the vendor) is assisting but that the finance team must identify each discrepancy before corrections are made. Trustee questions focused on whether the funding existed and how large the conversion discrepancies were; staff said most errors were recording problems (decimals or percent) rather than missing multi‑hundred‑thousand dollar balances, and that the pension accounts are appropriately funded though recording locations needed correction.
Elsewhere in the meeting a village official reported the village received confirmation of $3,400,000 from the office of Jonathan Jackson (federal office) to support a water project described elsewhere in staff reports (Well 7 and associated plant/main work). The board chair said the funding confirmation came after daily contacts with the congressman’s office and that the award is now “definitely funded.” Staff said the federal funding will help move the Well 7 project forward, in coordination with preconstruction meetings that staff said are scheduled for the coming weeks.
Trustees were asked to review draft budget documents when staff deliver them in the coming days; the board expects to post a final budget and act at the April 15 meeting.
