The Village of Manhattan Board of Trustees approved March 18 a resolution awarding a bid for a box culvert replacement on Eastern Avenue just south of Smith Road to Tyler Construction for $419,970.
Village staff told trustees three contractors returned bids for the project. Staff said they invited only contractors prequalified for the specific scope—earthwork, drainage and concrete construction certified for IDOT projects—and selected the lowest responsible bidder among the responsive firms. During discussion staff described the constrained bidding pool as driven by IDOT certification and scope‑specific eligibility.
The project replaces culverts, widens the roadway shoulder in the area to provide a roughly 4‑foot shoulder intended to support pedestrian movement, and contemplates guardrail where space permits. Staff noted the adjacent creek is regulated as a waters of the U.S. under Army Corps jurisdiction and limits how much right‑of‑way the village can alter. That constraint shaped the design and the decision to provide a paved shoulder rather than a full sidewalk.
Staff said the box covers are being manufactured now and the concrete maker previously estimated about an eight‑week production lead time; once the precast boxes are delivered the contractor plans to sequence in pre‑work so the boxes can be placed quickly. Road closure timing will depend on whether the board chooses to proceed immediately into the broader Eastern Avenue reconstruction phase; if both phases run together staff said they would likely maintain a full closure for the duration, but exact closure windows will be scheduled to minimize disruption.
The recorded roll call showed trustees Neighbors, Young, Dilling, Beamsterboer, Adamski and Doyle voting yes. The resolution passed and staff said they will proceed with contract execution and coordinate construction timing and traffic controls with affected residents and the school district.
