Commission approves grant-administrator contract, city app purchase, summer program payroll and engineering for gym roof

The Port St. Joe City Commission approved several administrative actions March 18, including awarding the CDBG grant-administration contract on a contingency basis, purchasing a city mobile app product, funding summer-program payroll, and directing staff to obtain engineering plans for a full roof replacement at the Washington Gym.
RFP and grant administration: Commissioners discussed proposals for grant administration for the two forthcoming CDBG applications. Staff recommended awarding administration to the firm that assisted with the CDBG package; the commission approved the recommendation. The consultant’s fee was presented as 7.5% of the awarded grant (to be paid from grant funds only if the grant is awarded). Staff clarified there is no upfront contractor fee if the grant application is unsuccessful.
City mobile app: The commission authorized initial purchase of a municipal mobile app platform to consolidate public notifications and departmental updates. Staff presented an initial first-year price of $9,740, which includes start-up and a 12-month subscription; the first-year total was approved unanimously.
Summer workforce/summer recreation payroll: Staff requested the commission run payroll for a neighborhood summer workforce program for June. The requested amount was approximately $43,500 for payroll for the month; staff said DuPont has $21,000 of prior funding that could be invoiced. The commission approved the payroll arrangement and asked staff and county partners to identify longer-term funding for future years.
Gym roof and accessory buildings: After discussing prior “patch” approaches and warranty concerns, the commission directed staff to hire an engineer to produce bid-ready plans for a complete roof replacement and associated repairs on the Washington Gym and attached accessory buildings. Staff said comprehensive plans would allow the city to seek a warranty and a longer-term fix rather than short-term patching.
Each of the above items passed by unanimous votes recorded in the meeting minutes.
