Committee places minutes, Yorkshire MFTE contract and TRPC transportation model on council consent calendar

The City of Tumwater General Government Committee took three formal actions at its March 18, 2025 meeting, moving items to the City Council consent calendar and approving minutes.

Minutes: The committee voted to approve minutes from the January 8 and February 18 General Government Committee meetings. The motion was moved by council member Dahlphen and seconded by council member Altauser; the committee voted unanimously to approve the minutes.

Yorkshire multifamily tax exemption (MFTE): Staff reported an application for a 240-unit Yorkshire apartments project, of which 48 units would qualify under the 12‑year multifamily tax exemption (state definition covering households at 80–115% of area median income for this program). Staff completed an administrative review and recommended placing the contract on the council consent calendar for the April 1 council meeting with authorization for the mayor to sign. A committee member moved to place the contract on the consent calendar; the motion was seconded and the committee voted in favor, so the item will be forwarded to the council consent calendar.

Thurston Regional Planning Council (TRPC) service agreement — transportation modeling: Staff requested placement of a service provider agreement with TRPC for transportation modeling to support the transportation element update, noting the contract amount of $10,757 to be paid from general funds. The item was described as time‑sensitive to meet state funding deadlines. Council member Randolph moved to place the agreement on the council consent calendar, the motion was seconded, and the committee voted in favor; the agreement will be forwarded for council consideration and mayoral signature authorization.

All three motions passed at the committee meeting and were routed to the City Council consent calendar for formal council action as scheduled.
