County treasurer seeks BS&A cloud migration; board approves funding plan and down payment from forfeiture fund

Staff described one-time implementation costs (reported in the packet at about $95,075) and an annual subscription cost estimated at $150,300. County officials noted current recurring costs for the existing system are about $83,000 plus nearly $25,000 for Citrix; staff argued cloud migration would reduce duplication, provide product development and disaster-recovery benefits and streamline day-to-day workflows across finance, tax and other modules.
Treasurer staff said early adopter pricing required action within a short window and asked to use available forfeiture fund dollars to cover the down payment and to include the higher annual subscription level in next year's budget process. The board voted to proceed with the upgrade; staff said the implementation would be phased and would not disrupt access to historical data. Final contract and implementation scheduling will be coordinated with vendor BS&A and county IT as part of procurement and budget procedures.
