Council approves Terracon contract to administer EPA Brownfields assessment grant

The City Council voted March 18 to authorize a consultant contract with Terracon to administer an EPA Brownfields Assessment grant awarded to Spanish Fork.
Staff explained the city received $500,000 from the 2024 EPA Brownfields program (Spanish Fork and Murray were the two Utah recipients). The contract will retain Terracon — a firm the city used under an earlier, smaller round of funding — to perform environmental site assessments and related grant‑eligible tasks. Staff said the earlier $300,000 award was expended quickly and produced useful investigation and remediation planning work.
City staff said the new award is larger and includes funds to reimburse some city staff time spent on grant activities. The contract was presented with a standard reservation that final edits be reviewed and approved by the city attorney. Council approved the contract by roll call; staff said legal, accounting and community‑development staff will manage the grant work with Terracon.
