Enid adopts local financial-disclosure ordinance for elected officials

The Enid City Commission unanimously adopted an ordinance adding Chapter 7 to Title 2 of the municipal code to require annual financial-disclosure statements from elected officials.
Mandy (city attorney/staff presenter) told the commission the ordinance had been discussed at the March 4 study session and is intended to allow council members to file disclosures locally with the city clerk as an alternative to filing with the Oklahoma Ethics Commission. The ordinance defines “material financial interest” and sets penalties for late or missing statements.
Commissioners asked procedural questions to confirm that local filing would satisfy state requirements; Mandy said the local filing operates as an alternative to submitting the same disclosure at the state level. A motion to approve the ordinance carried 7-0.
The ordinance text presented to the commission includes sections defining the disclosure statement requirement, how material interests are defined, penalties for noncompliance, severability and codification language. Commissioners did not amend the ordinance at the meeting; staff said the ordinance had been through an initial study-session review.
