Lacey council adopts policy to hold monthly informational dinner meetings

The Lacey City Council on March 18 unanimously approved Resolution 11-65 to add regular informational dinner meetings to the council’s policies and procedures.
City Manager (name not specified) told the council the proposed meetings “would be open to the public to observe the conversation with council but it'd be in person attendance only with no video recording or broadcasting.” The draft policy sets the meeting time at 4:30 p.m. on the first Tuesday of each month and directs that the dinners adjourn before the regularly scheduled 6:00 p.m. council meeting.
Under the change, agendas for the informational dinners will be published in advance, meeting minutes will be taken, and the meetings will comply with the Washington Open Public Meetings Act. The City Manager said agendas are intended to be informational only and that “other than the approval of the agenda, no final action will be taken by council at this particular meeting.” The city also updated internal references to rename the former Public Affairs Department to Communications in the policy manual.
Council members moved and seconded the resolution; the motion carried unanimously. Staff said the first informational dinner meeting is planned for April 1 at 4:30 p.m.
The new meetings are intended to give council members time to discuss emerging issues and decide whether to refer items to a work session or a regular meeting for formal action. The council asked that public written comment be accepted in advance for those meetings.
