Linn County treasurer to pilot No Wait Inside scheduling system; titling fee change raises monthly retention by roughly $80K

Brent Olson, Linn County treasurer, told the Board on March 4 that the treasurer's office has begun on‑site work with No Wait Inside (NWI) to implement a cloud‑based appointment and queue management system for lobby customers.
Olson said NWI staff visited the treasurer's office on Feb. 20 to assess hardware and connectivity. The vendor provided a sample smart TV box, a Bluetooth ticket kiosk and left testing equipment with the county IT department. Olson said the county's existing Qmatic hardware — purchased about 13 years ago — may be partially reusable and that NWI is configured to run on the LCT guest network to avoid exposing county private networks.
"We want to thank the board for approving the budget offer that will allow us to better serve the public and our employees," Olson said. He added the office expects to train staff and perform testing on the vendor's live production system and is targeting July 1 as the latest go‑live date, while noting some features may be available sooner.
Olson said communications planning for public notification will begin after contract signing and implementation testing; he said the office will coordinate messaging about appointment availability with the county communications team.
Tracy, a treasurer's office staffer, reported on changes from a recent county titling statutory fee increase that raised county retention. She said county retention increased about 30% year‑over‑year in January and about 28% in February, and that the office has seen a net change in titles of roughly negative 33 since the start of the year (a net loss of fewer than one title per day), with most outgoing titles tied to contiguous counties. Tracy estimated the titling fee change has increased county retention revenue by about $80,000 on average per month so far, noting January and February are seasonally light and that summer and fall months will likely be larger.
The treasurer's office is testing the NWI production site with clerks and expects to use that live site for configuration before public rollout. No formal board action was taken on either the NWI implementation or the titling revenue update; both items were presented for information.
