The Sugar Land 4B Corporation board of directors unanimously approved a performance agreement with First Quality Mall to proceed with planned site work, including installation of a play structure on mall property.
The vote followed a brief discussion about phasing and timing. Tyler Cowen summarized private-party timing constraints, saying, “They have their own internal deadline to complete this project by the end of the end of the year, which is why they kind of asked for that flexibility.”
Board members asked whether the item required a vote; a board member moved to approve, another seconded, and the motion was recorded as unanimously approved.
Staff and a representative referenced Brookfield Properties’ involvement and said that, if the private partner cannot complete the first play structure within its internal timeline, the overall project would not “fall apart,” though phasing could be adjusted. The board did not attach additional conditions beyond the performance agreement itself.
The action allows city staff and the mall operator to complete negotiated performance tasks under the terms of the agreement. No separate funding appropriation was announced in the board discussion.
The board moved on after the vote to other agenda items.
