The commission voted in favor of a staff recommendation to change the Norman 2025 Land Use and Transportation Plan designation from low‑density residential to office and to rezone the property from A‑2 Rural Agricultural District to O‑1 Office Institutional District for development of a two‑story office building with a roughly 3,000‑square‑foot footprint, to be used for a dental office and an associated construction office.
Staff presentation and site details
Staff described the surrounding context as a mix of light industrial, medium‑ and low‑density residential and a commercial planned unit development to the south; they said the site was previously occupied by a landscaping business and the proposed plan would reduce curb cuts from two to one and meet parking, landscaping, signage, lighting and fence standards under the requested O‑1 district.
The applicant's site plan presented 14 parking spaces and a two‑story building design that was revised from a one‑story concept to address sanitation/dumpster placement. Staff said the applicant indicated willingness to meet city code requirements for parking, landscaping and exterior materials.
