Snoqualmie staff select Matrix Consulting for comprehensive fee study; consultant chosen for city strategic plan to attend retreat

City budget and selection committees updated the Finance & Administration Committee on two recent consultant selections.
Comprehensive fee study: Jana Walker, the city’s budget manager, said the finance department issued a request for proposals earlier in the year, received three responses and convened an evaluation committee made up of staff from parks and public works, community development and finance. “We selected Matrix Consulting,” Walker said, and added that the contract value is below the council approval threshold. Walker told the committee the selected contract totaled $49,300 and staff did not plan to bring a bill to council for approval because the amount is below the threshold requiring council action.
Strategic plan consultant: Committee staff presented the results of a separate RFP for a city strategic plan (agenda bill 25-045). Staff said they received a strong response, reviewed nine submissions, interviewed the top three and selected a firm identified in committee as Burke. Staff recommended moving a professional-services agreement forward; Burke is planning to participate in the council retreat and lead an exercise in the first half of the retreat, staff said. Staff also noted the professional-services scope includes potential optional items so the city can realize savings if some tasks are unnecessary.
Why it matters: The comprehensive fee study will review user fees and could inform future rate and fee adjustments. The strategic-plan consultant will support council retreat work and the city’s multi-year planning.
What’s next: Because the fee-study contract is under the council-approval threshold, Walker said staff expect to finalize the contract administratively and deliver the study later this year or early next year. The strategic-plan professional-services agreement will be moved forward to council as agenda bill 25-045 for formal consideration.
