Committee approves bill requiring paratransit agencies to plan and report for evacuations

The Senate Transportation & Energy Committee unanimously recommended House Bill 1,007 to the committee of the whole on Oct. 12. The bill requires transit agencies to develop evacuation plans for paratransit users and report on readiness, with sponsors calling it a first step to protect vulnerable residents during floods, fires and other emergencies.

Nathan Whittington, president of the Colorado Emergency Management Association, testified in strong support and described coordination problems when paratransit is not integrated into emergency response plans. "Those with disabilities depend on paratransit services ... as a critical lifeline during emergencies," Whittington said, referencing lessons learned from past disasters where a lack of planning left people stranded.

Sarah Schuneman, AARP Colorado state director, supported the bill and cited data showing older adults are disproportionately affected by disasters and that many older residents lack online access to vital information. "Older adults often have mobility difficulties that make it harder for them to get out of harm's way," Schuneman said, and she urged the committee to vote yes.

Sponsors described the bill as a straightforward communication and planning requirement that will create accountability through reporting. The committee passed the bill unanimously and added it to the consent calendar for floor consideration.
