The Committee on Legal Services voted to send Senate Bill 125, the annual rule-review bill, to the Committee of the Whole with a favorable recommendation and to designate it for the consent calendar.
Committee staff said SB125 implements the committee's rule-review actions for rules reviewed from Nov. 1, 2023, to Nov. 1, 2024. The bill functions to suspend automatic repeal of agency rules adopted during that review period, except for rules the committee voted not to extend. Committee members adopted two technical catch-up amendments (L1 and L2) to reflect the committee's earlier votes during the meeting.
Senator Feazell moved to send the bill as amended to the Committee of the Whole with a favorable recommendation; the motion passed on a roll-call vote with recorded “yes” votes from members present and several members excused. Because the motion was unanimous among those voting, the committee chair designated SB125 for the consent calendar.
Why it matters: SB125 is the vehicle the committee uses each year to collect its rule-review decisions and to prevent automatic repeal of rules the committee elects to continue. The bill’s passage from this committee advances it to the Committee of the Whole for further consideration by the full chamber.
Next steps: SB125 will appear before the Committee of the Whole; the committee designated it for the consent calendar absent objection.
