The council also authorized special-event permits for the 2025 festival season, accepted a clerk’s certification of sufficiency for a school annexation petition and appointed a new member to the planning board.
The council said the actions were routine approvals needed to keep development and events on schedule. The rezoning and subdivision decisions will allow commercial uses at 723 Barnes Street and let developer Starlight Homes proceed with construction in Cardinal Woods, respectively.
