Council approves rezoning, subdivision plats, special-event permits and makes several administrative approvals

Nashville — The Town of Nashville Town Council approved a set of ordinances, plats and permits at its daytime meeting, including a conditional rezoning for the Nashville Junction site and approval of final plats for Cardinal Woods phases 2 and 3. The council also authorized special-event permits for the 2025 festival season, accepted a clerk’s certification of sufficiency for a school annexation petition and appointed a new member to the planning board.

The council said the actions were routine approvals needed to keep development and events on schedule. The rezoning and subdivision decisions will allow commercial uses at 723 Barnes Street and let developer Starlight Homes proceed with construction in Cardinal Woods, respectively. The council also approved the town’s series of special events including the Bloomin Festival, the farmers market season, the Halloween Trick-or-Treat Street and the children’s Christmas bike parade.

The most substantive votes taken by the council today were:

- Ordinance 2025-13 (conditional rezoning) — approved. The ordinance conditionally rezones the Nashville Junction property at 723 Barnes Street to permit a list of specified commercial and institutional uses as read into the minutes. Council recorded the motion and voiced approval; no roll-call tally was read into the record.

- Final plat and resolution for Cardinal Woods Subdivision Phases 2 and 3 (FP2025-01; Resolution 2025-03) — approved. Planning staff reported the planning board approved the final plat. The council voted to accept the final plat and a resolution accepting ownership of water, sewer, storm sewer and streets within the subdivision.

- Special-event permits for 2025 (Bloomin Festival May 7–10, farmers market series, Oct. 24 Halloween event, Dec. 6 children’s bike parade) — approved following a public hearing. Staff described vendor layouts, live music plans and a social-district cup/sticker approach for on-site alcohol.

- Certification of sufficiency for the Nash County Board of Education annexation petition and resolution to set a public hearing — council accepted the town clerk’s certificate of sufficiency and set a public hearing for April 8 at 7 p.m.

- Planning board appointment — the council appointed Ted Davis to fill the remainder of Ann Collier’s term on the planning board.

Several items were tabled for additional information: a facade grant application for 125–127 West Washington Street (applicant asked to supply color photographs and design sketches), and a draft renewal of an interlocal agreement related to Glover Park pending additional detail from Nash County on splash-pad scheduling and costs.

Council members also approved routine meeting minutes and several procedural items. Where the minutes do not record a roll-call tally, the record shows motions were made and approved by voice vote.
