The Executive Committee asked the Office of Legislative Legal Services to draft a bill that would centralize and expand nonpartisan human resources services within the legislative department. The motion to request drafting passed unanimously.
Ed DeCicco and Director Fitzsimons of the Office of Legislative Workplace Relations briefed the committee on options, and staff noted a table of potential services and phased implementation approaches. "Table 2 ... described all of the potential services that we could provide," DeCicco said, describing options for phasing services in and noting that a draft bill would give the memorandum "more flesh on the bones."
Members emphasized that any initial changes should have no additional fiscal impact and suggested a stepped or reorganizational approach using existing resources. "If we're going to do this, we do a stepped in approach that has no fiscal impact because we can't afford it," one member said. The committee unanimously moved to ask OLLS to draft a bill related to delivery of human resources services in the legislative department.
The committee did not adopt specific statutory language at this meeting; staff will prepare a draft bill for future committee consideration.
