Gail Moots, real estate and special projects staff, described the procurement search and the inability to locate five‑station units on the cooperative purchasing platform Sourcewell. "Staff's initial search for 2 ADA compliant 5 station portable restroom trailers focused on Sourcewell," Moots said, and after additional outreach staff obtained three proposals. Elk Creek Trailers offered two five‑station units for $139,460 (including a $10,000 discount and no transportation fee), a second vendor proposed $148,592 (with a $2,000 discount), and a third bid was $165,910 plus a $6,500 transportation fee.
Commission action and reimbursement
Using the purchasing manual exemption the commission authorized issuance of a purchase order to Elk Creek Trailers. Staff told the commission the trailers will be reimbursed 100 percent by the developer of the South Parking Lot because the parking project had not provided the restrooms that were originally anticipated. Delivery is estimated at 14–18 weeks.
Discussion on permanent vs. temporary facilities
Several commissioners asked whether the city should instead invest in permanent restrooms at the amphitheater or elsewhere downtown. A staff member responded that the purchased units are designed to be semi‑permanent and movable and that they can be stationed at the amphitheater but relocated for other events. "These will be permanently stationed here. At least 1 of the trailers will be permanently stationed here at the amphitheater," a city staff member said, and staff recommended using the trailers now while evaluating permanent options for future CIP planning.
Vote and next steps
The commission voted unanimously to approve the procurement waiver and the purchase order. Staff will execute the purchase and expect delivery within the 14–18 week window; staff also recommended returning to the commission with any future recommendations for permanent restroom structures should the temporary units prove insufficient.
