Planning commission approves consent agenda, grants special permit for retreat center

The Lancaster County Planning Commission on a unanimous 5-0 vote approved its consent agenda, including a final decision to grant Special Permit 25009 for the BOR company retreat center and routine administrative items, during a brief meeting at which no members of the public spoke.

The consent package included four items: a comprehensive plan conformance review tied to the 2015 Lincoln Lancaster County Comprehensive Plan and an amendment to the Lancaster County Road and Bridge Construction Program (Item 1.1); a text amendment to the Lancaster County Subdivision Regulations, chapter 4.13 (drainage) (Item 1.2); Special Permit 25009 to allow an expanded home occupation as an event venue with a waiver of the requirement that outside business-related activity be at least 200 feet from property lines, for property generally located at 10405 Branch to Oak Road (Item 1.3, final action); and a street and alley vacation (Item 1.4) to vacate a portion of undeveloped Granger Parkway right-of-way adjacent to Dillon Drive and South 40 Fourth Street.

Why it matters: the commission noted that action on Item 1.3 is final at the planning commission level; an aggrieved person may appeal the decision to the city council or county board by filing a notice of appeal with the clerk within 14 days of the planning commission’s action. The other consent items were approved as recommendations to the city council or county board, per the commission’s stated procedures.

Procedural notes recorded in the meeting: printed agendas are available outside the hearing room and full agendas with staff reports are available online or at the Planning Department, Room 213. The Open Meetings Act is posted just inside the doors at the back of the room. Commissioners disclosed no ex parte or site-visit communications for the consent items, and no members of the public asked to speak on the consent agenda.

Formal motions and votes taken during the meeting included approval of the minutes of the March 5, 2025, regular meeting; a motion to approve the consent agenda (which encompassed Items 1.1–1.4); and a motion to adjourn. The minutes and the consent agenda were approved 5-0; the meeting was then adjourned.

Next steps: Items 1.1, 1.2 and 1.4 will proceed to the appropriate legislative body (city council or county board) as recommendations from the planning commission. Item 1.3 is final at the planning commission level and subject to the 14-day appeal period to the clerk for appeal to the city council or county board.
